Property Tax

The following information is for county software developers designing files and interfaces to provide and receive information from and to the Utah State Tax Commission – Property Tax division.

Below is the list of interfaces that will be implemented with the upgrade of the Property Tax system. This list will be updated with any changes as they are available. We encourage participants to check this page regularly to ensure they are working with the latest file layouts.

Tax Commission / Property Tax County This interface is to get county taxpayer keys into Gentax to allow the Property Tax to include the taxpayer account numbers in the assessment. Property Tax will send electronic standardized file to counties with list of new taxpayers by taxpayer id, tax area id, and tax area extension. May 14, 2015
County Key – IN Annual (between May 1st and May 5th) County Tax Commission / Property Tax This interface is to get county taxpayer keys into Gentax to allow the Property Tax to include the taxpayer account numbers in the assessment. Property Tax receives a standardized response file electronically with county keys from counties for each new taxpayer. May 14, 2015
Deeds – IN Weekly download County Tax Commission / Property Tax Receive electronic standard file listing all deeds. May 14, 2015
Delinquents – IN 1st week in Feb. County Tax Commission / Property Tax Receive electronic standard file from all counties listing delinquent taxpayers. This information is used to send letter to taxpayer for notice of delinquency in May 1st mailing. File will be loaded into property tax system and accounts will be updated accordingly.   Tax Code reference: 59-2-1311 May 14, 2015
Building Permits – IN Quarterly County Tax Commission / Property Tax Receive electronic standard file from all counties listing new building permits for all centrally assessed taxpayers. May 14, 2015
County Book – Detail by Tax Area – OUT Annual  (3rd week of May but no later than June 8th) Tax Commission / Property Tax County Send electronic file containing County Record Book will include PDF and Excel when necessary. Need to provide electronic acknowledgment that file was received by county. May 14, 2015
County Book – Land Report – OUT Annual  (3rdweek of May but no later than June 8th) Tax Commission / Property Tax County Send electronic file containing County Assessed Acres as PDF and/or Excel. Need to provide electronic acknowledgment that file was received by county. May 14, 2015
County Book – Taxpayer Penalty Report – OUT Annual  (3rdweek of May but no later than June 8th) Tax Commission / Property Tax County Send electronic file containing County Penalty Report as PDF and/or Excel. Need to provide electronic acknowledgment that file was received by county. May 14, 2015
County Book – Taxpayer Changes – OUT Annual  (3rd week of May but no later than June 8th) Tax Commission / Property Tax County Send electronic file containing Taxpayer Changes Report as PDF and/or Excel. Need to provide electronic acknowledgment that file was received by county. May 14, 2015
Taxpayer Appeals Report – OUT Annual  (June 1st) Tax Commission / Property Tax County Send electronic file containing County Appeals Report as PDF and/or Excel. Need to provide electronic acknowledgment that file was received by county. May 14, 2015
Taxpayer Penalties Due – OUT Annual  (End of September) Tax Commission / Property Tax County Send electronic report containing penalty amount due by taxpayer and tax area. May 14, 2015
Circuit Breaker Refund Request – IN Anytime County Tax Commission / Property Tax File a summary refund request on TAP (Taxpayer Access Point) as needed.

TC-69 Form Usually Requires Additional Schedules

When submitting a TC-69 paper form, you MUST also include the appropriate schedule(s). If you do not include the correct schedule(s), your business registration will be delayed.

Note: To save time and ensure all needed schedules are included, you can apply for a tax account online.

Effective: June 1, 2024 – To improve efficiency, we have moved all Utah State Business and Tax Registrations (TC-69 and related schedules) online.

Sales tax filing is changing

All Utah sales and use tax returns and other sales-related tax returns must be filed electronically, beginning with returns due Nov. 2, 2020. File electronically using Taxpayer Access Point at tap.utah.gov.

This includes:

  • Third quarter, July-Sept 2020 (quarterly filers)
  • September 2020 (monthly filers)
  • Jan – Dec 2020 (annual filers)
  • All related schedules
