Commission Chair
John L. Valentine
Appointed and confirmed in September 2014. Graduated from Brigham Young University in accounting and economics. Obtained a Juris Doctorate degree from J. Reuben Clark Law School. A tax attorney with Howard, Lewis & Petersen, in Provo, Utah, and an adjunct Professor of Law in real property and tax at BYU Law School. Former member of the Utah House of Representatives and Utah Senate. Served as President of the Utah Senate. He served two terms as the Chairman of the Multi-State Tax Commission and is the immediate Past President of the Federation of Tax Administrators.

Rebecca L. Rockwell
Appointed and confirmed in 2015. A state and local tax attorney with over two decades of experience in Utah state government. She has extensive knowledge of the Utah tax code, tax case law, and administrative rules and procedures. Participated in the drafting of multiple tax code recodifications. Has provided legal counsel to the Utah State Legislature on issues including taxation, legislative process, complex transactions, economic incentives, legislative compensation, and public finance. Obtained a bachelor's degree in economics from the University of Utah and a Juris Doctorate degree from J. Reuben Clark Law School.

Jennifer N. Fresques
Appointed and confirmed in 2021. Graduated with honors from University of Phoenix with a bachelor’s degree in business accounting. Over 13 years working in Commercial Ad Valorem appraisal valuing a diverse universe of property types. Obtained Certified General Appraiser license in 2014 after six years working in Commercial appraisal. Integral in development of training and mentoring of appraisers, including providing guidance to appraisers working to obtain their Certified General license and Ad Valorem General designation from the State Tax Commission. Significant experience working on Board of Equalization appeals prior to joining the Commission, as well as defending values at the State Tax Commission. Currently on the board of the Utah Chapter of the IAAO.

John T. Deeds
Appointed by Governor Cox and confirmed by the Utah State Senate in 2025. Graduated with a J.D. from the University of Utah SJ Quinney College of Law and an LL.M. in Tax from Georgetown University. Since Graduation, and until he began his tenure on the Tax Commission, he was a practicing state and local tax attorney representing clients from fortune 500 companies to individuals with their state and local tax needs. Most recently he was a partner at Crapo Deeds PLLC.
