Lesson 1: How a Legislative Bill Becomes a Law

1. An idea is developed and the bill is prepared

2. The bill is introduced into the Legislature and referred to the Rules Committee.

3. The Rules Committee reviews bill (Office of Legislative Research and General Council) and receives public comment

4. The House receives a fiscal note (first reading)

5. The bill is sent for printing

6. House Standing Committee reviews, makes recommendations, sends report to House

7. House votes to adopt the House Standing Committee report (second reading)

8. The House debates the bill and takes a final vote (third reading)

9. The bill is sent to and introduced in the Senate (first reading)

10. Senate Rules Committee reviews bill, makes recommendations, sends it to the Senate Standing Committee

11. The Senate Standing Committee reviews and prepares and sends report to the Senate

12. The Senate votes to adopt the Senate Standing Committee report

13. The Senate debates the bill, returns it to the House, House returns (second reading)

14. The Senate debates the bill and takes a final vote (third reading)

15. The bill is signed by the President of the Senate and returned to the House

16. Bill signed by the Speaker of the House, sent to the Office of Legislative Research

17. Bill is enrolled and returned to the House

18. Final printing, bill sent to governor for signature

19. Governor signs the bill

20. The bill becomes a law on its effective date
