2008 Withholding Table Changes

In January, the Tax Commission received feedback from employers and employees that the 2008 Utah Withholding Tables produced some instances of incorrect withholding. In response, we re-evaluated the tables and found some cases of incorrect withholding. We decided it is in the best interests of Utah wage earners and employers to revise and reprint Publication 14, Utah Withholding Tax Guide.

The revised Publication 14, Utah Withholding Tax Guide, for 2008 wages and Tax Bulletin 2-08 have been posted to our website.

The revised tables will help employers withhold adequate amounts from employee paychecks to cover tax on wages. Once employers begin using the new Publication 14, some employees may see a decrease in their withholding compared to what was withheld in January 2008 and others may see a small increase in withholding. However, the revised tables withhold less than 2007 withholding for the same wages and allowances.

Employers using commercial payroll software should contact the software company to ensure they have the new Utah withholding table updates.

Adjusting Withholding to Date

Employees may want to know how to adjust their withholding to compensate for amounts withheld before the change was implemented. We encourage them to check with their payroll office first.

It is our understanding that many payroll software products can analyze variances created by the revised table and adjust an employee's withholding through the remainder of the year to correct the differences.
