ADR Pilot Program Proposal

The purpose of this pilot program is to implement an ADR program for employee relation issues. The Career Service Review Board (CSRB) is uniquely positioned to implement an ADR program with the potential demonstrate the success of ADR across agency lines, and across all levels of the organizations. The purpose is to provide services that facilitate dialogue, involve the parties directly, and help resolve issues at the lowest level possible.
The CSRB pilot will be one primary objective: to implement a mediation program for state employees.
The CSRB is committed to success in this program. Administrative support is available.
The CSRB would rely on assistance from the ADR council in the design and implementation of the system.
CSRB will develop an intake system and selection criteria for mediators, and an orientation for parties involved in mediation. We will seek the help of the ADR Council to serve as pro bono mediators and mentors for our newly trained mediators. We will develop standards for mediation services. We will market services through the Council, our web site, the Capitol Connections, and daily interactions with the agencies and employees we serve. We will set up a standard schedule for mediations.
Metrics will be an important component of the design. We will keep records on the number of mediations conducted, the time spent, the general nature of the issue, and the resolution rate.
